Thrive Montgomery 2050 is a General Plan, addressing land use policy for the entire county. The first implementation will be by Zoning Text Amendments (ZTAs) to increase density by changing residential zoning. The change will allow market-rate duplexes, triplexes, and quadplexes to be built in single-family neighborhoods, by right.
