Thrive Montgomery 2050 will provide the legal foundation for “upzoning” throughout the entire county. Thrive will eliminate the 1964 and the 1993 “Wedges and Corridors” Plans, and then the Council can pass the Planning Board’s Attainable Housing Strategies Initiative (AHSI) through a zoning text amendment (ZTA), effectively wiping out single-family zoning and allowing developers to build multi-family units on single-family lots.  


Pictured is what we can expect more of throughout the County: these single-family homes, part of a square block within a neighborhood, will be replaced by a mixed-use, 375,000 square foot , nine-story building, with 350 units. This change is occurring prior to Thrive being passed and prior to the formal vote on upzoning-related ZTA's. Can you imagine what's going to happen when single-family homes will be redeveloped into multi-plex units" By Right"!?  


The likely results of increased density include: overcrowded streets and schools, increased need for public services (including police, fire and rescue), and overburdened infrastructure throughout the County. Advocates justify such “densification” as the only path to housing equity and greater attainability. However, recent studies show these policies consistently decrease affordability, increase property taxes, increase average rents, and reduce the number of affordable housing units. The Montgomery County Council's Planning, Housing, and Economic Development (PHED) Committee will resume their work sessions on this important issue on September 20th.
